International PPC agency for brands advertising across Europe

A US campaign copied into Germany, France or Czechia rarely performs the same, because language, currency, product feed and consent rules change with the country. We run Google Ads, Microsoft Ads and Meta campaigns separately for each EU market and judge them on margin, not on the platform's own result. One team in the EU, working with you in English.

An account, currency and feed for every country

Each market gets its own currency, product feed and budget. A mismatch shows up at once in the market sheet, not in a report a quarter later.

Profit counted for each market

Every country gets its own calculation, not a shared result from the ad platform. Once you connect margin data, a market that sells at a loss shows up in the report.

The problem

Why does a US campaign copied into another country rarely perform the same?

A copy saves a week of work and usually costs more than that week. At JustIdea these are the three things we check first in every account that enters a new market.

Billing set once

The currency of a Google Ads account is set when the account is created and cannot be changed, because billing depends on it. An account opened in dollars stays in dollars, and switching means a new account that starts without history.

A feed with US prices and US descriptions

Google requires the price in the currency of the target country on the product page and in the cart, and outside the US and Canada the price includes VAT. A feed copied from a US store has to be adapted to each country before the first product ad runs.

Measurement without consent

Conversions and remarketing lists from Europe depend on whether the site asks for consent and whether the platform receives the answer. A setup error costs you data, not just a tidy report.

Definition

What is international PPC and what does it cover?

International PPC is paid advertising in Google Ads, Microsoft Ads and Meta run for customers in several countries at once, with a separate structure for each market. It covers the order of entry into the chosen countries, campaign languages, accounts with the right currency, a product feed for each country, consent and measurement that meet platform rules, and a budget counted from each market's margin. Outside the US and Canada, prices in the feed include VAT.

Sources: Google Ads, consent in the EEA · Merchant Center, selling in several countries · Google Ads, account currency · Microsoft Advertising, UET and user consent · Meta, requirements for ads in the EU

It is not a market-entry project

Translating the store, local payments, delivery and customer service belong to a separate project. Here the countries are already on your list, and the job is to make campaigns sell in them at a profit.

It is not translating ads

A native speaker on your side or a translation agency writes the ad copy. We provide the keywords and the brief, and we check finished ads against character limits and platform policies.

It is a set of campaigns measured country by country

Separate feeds and budgets for each country, and one report with the result of each market.

Comparison

A copy of the US campaign or campaigns built for each market?

Both put ads in front of buyers abroad. The difference is whether anyone works out which country earns money.

Platforms

What changes in Google, Microsoft and Meta when you advertise in Europe?

Each platform has its own requirements for traffic from Europe. We check them before the first campaign, because a setup error costs you data, not just a tidy report.

Google Ads: what we settle before launch

For traffic from the EEA, Google requires you to collect consent and pass its signals, namely ad_user_data and ad_personalization. We plan the account structure before the first campaign.

Microsoft Ads: Consent Mode for the UET tag

Microsoft requires a consent signal for users in the EEA, the UK and Switzerland. Its documentation says consent is enforced on the ad_storage value only. Without a signal it stops tracking UET conversions and filling remarketing lists.

Meta: details to give on the account

For ads aimed at the EU, Meta requires you to name who benefits from the ad (the beneficiary) and who pays for it (the payer). We set both at account level, so a new ad set does not stop on a missing field.

Scope of work

What do we do in every European market?

At JustIdea the scope is the same for each country. What changes is the language, the currency, the competition and the shopping season.

Account and campaign structure

We decide which countries share an account and which need their own because of currency. The accounts stay yours, with their history and audiences.

A product feed for each country

Price in the market's currency, VAT, description language and stable product IDs. We can run Google product ads through our own CSS comparison service, which usually lowers the cost per click.

Keywords and ads in the market's language

We research what buyers type into Google in each country and write the brief for the person who writes the ads. Keywords are checked country by country.

Consent and measurement

We check consent signals in Google, Microsoft and Meta, and whether conversions from each country reach the right account. Without that, campaign numbers prove nothing.

Each market's budget and season

Countries have their own sale periods and their own cost per click. We split the budget by market margin, not evenly, and set a threshold below which a market is switched off.

A monthly report

Each month you see sales and ad spend for every country separately. Once you connect product cost, shipping and returns, the report shows each market's profit, and we decide on that number. Ongoing margin reporting is Profit Analytics, a separate service.

How we work

Five stages of entering a new market with paid campaigns

We build the first market most carefully. The following countries go faster, because the structure and the report already work.

  1. 1

    Break-even for the chosen markets

    before launch

For the countries on your list we work out customer value, margin after shipping and returns, and each one's break-even point. On that basis we agree which one or two to start with.

  2. 2

    Accounts, feeds and consent

    first month

We open accounts in the right currencies, prepare a feed for each country and check consent signals. Only then do the ads go live.

  3. 3

A test in one or two markets

    first quarter

We start with a test budget to check the assumptions of the calculation against real orders. Keywords and ads are adjusted every week.

  4. 4

    The decision to scale

    after a quarter

A market that reached its threshold gets a bigger budget. One that did not is switched off or gets a new plan. We write the threshold down before launch.

  5. 5

    More countries and reporting

    every month

We carry the proven process over to the next country and report each market's result separately every month.

Client result

Results of a store that entered six foreign markets with Google Ads campaigns

A store owned by one of our clients entered foreign markets with Google Ads campaigns in January 2022. The plan covered Ireland, the USA, Canada, Slovakia, Germany and the United Kingdom, and South Korea turned out to be a strong market too. Sales came mainly from Performance Max campaigns, and ads matched to the store's content and to people who had already visited it played a large part. The figures come from a case study on the JustIdea blog and describe the revenue of the whole store, including sales outside the campaigns.

Client reviews

Ratings of the agency you trust with an ad budget in several countries

Campaigns in a foreign market are run by an outside team, on your budget and without your control over the language, so it is worth checking how other clients rate the work before you decide. Every rating links to the site where it was left.

Platform statuses behind our international campaigns

Campaigns in several countries usually span more than one platform. Each of the three statuses gives us a route to support on the platform's side, and the Clutch ranking rests on client reviews.

Google Premier Partner

Google, top tier of the Google Partners programme

The status gives us access to features before their public launch and support on Google's side. We reach for it most often with new campaign types and when we need to find out where one country's result came from.

Microsoft Advertising Elite Partner

Microsoft, highest tier of the programme

The highest tier of the Microsoft Advertising partner program. For international campaigns it means a shorter route to platform support when we have to explain why the UET tag does not count conversions from one country.

Meta Business Partner

Meta, programme for advertising agencies

The status gives us event quality diagnostics and platform support for server-side measurement. We use it when events from one market do not match what the pixel sees.

Top PPC Company, e-commerce Poland

Clutch, ranking of paid campaigns in e-commerce

A ranking of paid campaigns in e-commerce. Clutch verifies every review in a conversation with its author, so this position rests on campaigns settled with clients.

Pricing

How much do international PPC services cost?

We have no single price for international campaigns, because the scope depends on the number of markets and accounts. You can order the audit and the strategy on their own, before you commit to ongoing work. The Profit package includes the audit and the strategy for one channel. We confirm ongoing work after the audit, for a set number of countries.

To start

from €370
one-off, net
  • Included: an assessment of analytics, account setup and brand campaigns, the best channel mix and the quality of the ads. The price depends on the scale of the account and the number of channels.

Questions we hear before a launch in another country

“We already run campaigns in the US, we only need to add countries”

The structure will help, but the account, feed and measurement have to be checked for each country separately. We start by reviewing what already works in the US.

“We do not speak the language of the market”

You do not have to. You get a brief with keywords from us, and someone who knows the language does the rest.

“We want all the countries at once”

It is better to begin with one or two markets with the best margin. A process built on the first carries over to the next faster, and a weak market does not eat the budget of a strong one.

“We do not know whether the market will pay off”

That is why we start with a calculation and a threshold written down before launch. Surf Inc., a brand we co-create, has pulled out of some markets. What we took from it: the failure is having no threshold, not leaving a country.

Where the service ends

One ad account or a separate account for each market?

Short answer

One account is enough when you bill every market in the same currency. When currencies differ, you need separate accounts.

The accounts we open are yours, with their data, audiences and history. A manager account joins them under one login, so separate currencies do not mean separate reports.

Ad account structure: a manager account and three accounts, one per currency, with campaigns assigned to countries

One account is enough

  • You bill every country in one currency, for example the euro.
  • One team and one report count the budgets of all countries.
  • Differences between markets are handled by separate campaigns, not separate accounts.

You need separate accounts

  • The markets use different currencies, for example the euro and the Czech koruna.
  • You want the exchange rate not to distort the margin of a market.
  • You already have an account in dollars, and the new market sells in euros.

FAQ

International PPC: questions and answers

How much do international PPC services cost?

A campaign audit starts from €370 net, and a performance strategy costs €1,230 net one-off. Running campaigns in one channel with international support is the Profit package at €1,180 net a month for budgets up to €10,000. The audit and the strategy for one channel are also included in the Profit package. The number of markets and accounts changes the price, so we confirm ongoing work after the audit.

Is the ad budget included in the price?

No. You pay the ad budget directly to the platforms, separately from our fee. The Profit package covers one channel, so two channels run in several markets, for example Google Ads and Meta, are two Profit packages at €1,180 net a month each.

Do I need a separate Google Ads account for each country?

Not always, but you need one for each currency. The account currency is set when the account is created and cannot be changed, so markets billed in a different currency from the rest get their own account. Countries billed in the same currency can share one account and differ in their campaigns.

Can I change the currency of an existing Google Ads account?

No. According to Google, the account currency is set permanently at creation, because billing depends on it. To pay in another currency you have to open a new account and copy the campaigns into it, and the statistics history does not carry over.

How do I prepare a product feed for another country?

The feed of each country gives the price in that country's currency, the same as in the cart, and outside the US and Canada it is a price with VAT. A product keeps one stable ID across all countries and languages, and the text attributes of one feed are written in one language.

Do I need cookie consent for campaigns in Europe?

Yes. Google requires advertisers to collect consent from users in the European Economic Area and to pass on consent signals. Microsoft requires Consent Mode or TCF for users in the EEA, the UK and Switzerland, and without a signal it stops tracking UET conversions.

Do I need to speak the language of the market to advertise there?

No, but the ad copy has to be written by people who do. We do not write texts in foreign languages. We provide keywords from the market and a brief, a native speaker on your side or a translation agency writes the copy, and we check the finished ads before they go live.

How many markets should we start with?

Start with one or two that have the best margin after shipping and returns. A process set up on the first market carries over to the next faster, and a weak country does not eat the budget of a strong one. We write down each market's break-even threshold before launch.

How do you judge results in individual countries?

On profit, not on the platform's reported result. For each country we count sales and ad spend, and once you connect product cost, shipping and returns, profit as well. We decide whether to scale or switch off a market on that number. You get a report every month, separately for each market, and ongoing margin reporting is Profit Analytics, a separate service.

Do you run campaigns abroad in Microsoft Ads and Meta, not only Google?

Yes. Campaigns in several countries usually span more than one platform, so we run them in Google Ads, Microsoft Ads and Meta, and on Meta as a Meta Business Partner. One package covers one advertising channel, so a second channel is a second package.

Currencies, VAT and consent in campaigns on European markets

The account currency is a permanent decision

A Google Ads account is opened in one currency and stays in it. A change means a new account without statistics history. That is why we settle, before the first campaign, which currencies you sell in and choose accounts to match them.

VAT in the product price

In a feed for the US and Canada the price is given without tax. For the other countries the price includes VAT or GST. A store entering Germany from the US therefore shows a gross price in euros in the ad, the same as in the cart.

Consent in the European Economic Area

Advertising platforms expect a consent signal from users in the EEA. Without it Microsoft stops tracking UET conversions, and Google does not personalize ads for users who did not agree to it. We check the setup for each country before the ads go live.

Each country's shopping season

In France the dates and length of the sales (soldes) are set by a ministerial order under the French commercial code, so we plan the campaign calendar for that market in advance. Other countries have their own customs, which we check with the client.
