No, creating and running a Google Business Profile costs nothing. You only pay for the work done on it. Ads on Google Maps are a separate, paid Google product that you don't have to use.
Each location is a separate profile with its own reviews and its own position on the map, so we work on them separately. The unit price does not rise with more profiles, and some of the work, such as the keyword map and description templates, is done once for all of them.
